Let's see if reducing the parallelism level can help avoid crashes in pytest-xdist workers (maybe OOM-killed?).

test_logistic_regression_multi_class_auto seems unstable now... but this is unrelated to the PR changes.

Alright travis is green which was the objective of this PR. Let's merge.

I will backport this to 0.24.X to generate the 0.24.1 wheels for linux/arm64.
