build_tools/update_environments_and_lock_files.py has been rerun to only generate a conda lock file for this configuration. The previous lock file has been dropped.

Azure pipelines sporadically will have brownout periods for Ubuntu 18.04.
This makes the CI fail during those periods.
This PR aims at updating the CI to use Ubuntu 22.04 instead of Ubuntu 18.04.
