Vector Quantization Example increases rather than decrease memory use
#23896

What does this implement/fix?

An example aimed at explaining Kmeans Vector quantization. But the example ended up taking more memory then the original image.
Explained the issue in much more detail in a comment Also I added another example to show actual compression technique on a colored image.

Any other comments?
