extracted from #26686 to ease the reviews. The end goal is to clean the
utils.__init__.pymodule as explained in the linked PR.safe_sqris listed inclasses.rstso we can't assume it's private and I kept it importable fromutilsto not break existing code._approximate_modeis private so is now only available fromutils.extmath.
