Extracted from #26686 to ease the reviews. The end goal is to clean the
utils.__init__
module as explained in the linked PR.I didn't find a relevant already existing module to move
_print_elapsed_time
into so I created a dedicatedutils._user_interface
submodule. We chose this generic name with @glemaitre because it may host more tools of this topic in the future.
