Determines how the routing generator encodes spaces in query strings.

The value can either:

``'!php/const PHP_QUERY_RFC1738'``
Encode spaces as ``+`` according to `RFC 1738`_
``'!php/const PHP_QUERY_RFC3986'``
Encode spaces as ``%20`` according to `RFC 3986`_
