Please note that we prefer to have framework-usage docs. So if you're able to work on this PR, please move it to /rate_limiter.rst and write documentation on how to use this within the Symfony framework.

@TheGarious thanks for this contribution ... but the current docs are the same as the component README. Let's close because I'm going to submit a new pull request with the new docs and we can iterate it as needed. Thanks!
