Suggestion

Splitting out from #8334 (comment): our tooling should complain if a rule marked as deprecated is added to one of our preferred configs. Right now, nothing fails a PR that inadvertently deprecates a rule in >=1 of (recommended|strict|stylistic)(-type-checked)?.
