This looks great to me, thanks @danstiner! Only not approving because I was on the stream and an a partial co-author sort of.
Re the codecov drop: that todo we mentioned about how node.parent shouldn't be nullable is coming into play. When we eventually fix for it, hopefully we'll be able to get rid of this and a bunch of other ?.s.

Assignment expressions cannot have type annotations themselves, so we should not try to require they do in the typedef rule.
As a simple example, the following is valid typescript and should not get an error or warning from the typedef rule.
