Right now we only have 9 silver supporters. Once we get up to 13 or 14 it'll look more reasonable at full width.

Overview
Auto-balances the sponsors list by having it be computed by the top number of donations for companies. Removes any computation of tiers from
generate-sponsors.ts, which means we won't have to run the sponsorship generation script as much (yay!). Accordingly explains the tiers as a perk inSPONSORSHIPs.md.Also tightens up the CSS around the sponsor tiers to make them just about the same height for the two rows.
