we should at least update the Unicode JSPs part to use maven so that we don't have to have CLDR and other .jars checked into the repo.

the builder could use the github-provided token, and depend on CLDR builds here http://cldr.unicode.org/development/maven

The piece that is needed is to have CLDR actually publish artifacts to maven, itself.
