[183-C40] Consensus: Add a provisional string-valued property kEH_AltSeq as described in document L2/25-110R and as amended in UTC discussion, for Unicode Version 17.0.

[183-A89] Action Item for Michel Suignard, PAG: In Unikemet.txt, add a provisional string-valued property kEH_AltSeq as described in document L2/25-110R and as amended in UTC discussion, for Unicode Version 17.0.

[183-C41] Consensus: Approve the changes to kEH_Cat, kEH_Desc, kEH_HG, kEH_IFAO, and kEH_JSesh, listed in document L2/25-139, for Unicode Version 17.0.

From @michelsu:

There are massive updates in the description fields, a new key for the alternate sequences (according to L2/25-110R that you don't need for the nameslist), still some changes in the exposed values (Function and Fval) […].

Besides the description fields changes, from a PAG point of view, there is a new 'property' kEH_AltSeq' which shows the alternate sequence of code points for an existing code point (can be one code point for variant but multiple for compound signs). It is based on L2/25-110R which was covered in SEW.

(The security invariants failure is unrelated, from the riyal. Merging.)
