[182-A56] Action Item for Asmus Freytag, Markus Scherer, PAG: In UTS #39 data, assign Identifier_Type values to Unified_Ideograph characters according to whether they are in common use. Keep exactly those Unified_Ideograph characters as Identifier_Type=Recommended which are documented in RZ-LGR-5 and listed in L2/25-031. For all other Unified_Ideograph characters set Identifier_Type=Uncommon_Use. For Unicode Version 17.0. See L2/25-006 item 4.1.
Asmus gave me a plain text version of the list of characters in L2/25-031, and I munged it into the list of explicit Recommended sets at the end of removals.txt.
