Added test verifying that UNITTEST_TIME_CONSTRAINT works in TEST_FIXTURE tests.

Refactored SlowTestWithTimeExemptionPass into two tests, defined in the SlowTestHelper namespace. These tests are actually run by new test SlowTestsWithTimeExemptionsPass.
