Fixing test dependency on global_names (for DB links) Fixing missing privs. Resolves #765

Proposed changes are to replace a current a hash function on data with a dynamic sql generated using a information extracted from cursor. There are some datatypes we are not allowing to compare directly and on these we will still use a hash.
