If option is on, cli expects the most actual framework version to be present
Included check for specific classes. Needs some refactoring for we only want to check for orai18n when database is 11g

Fixes
Cli will output a readable and hopefully understandable error if ojdbc lib is missing.
Cli will output a warning when run against a 11g database orai18n lib is missing
