To cut this, you need to measure the part you’ll be attaching it to, and that will be the circumference of the circle.   Applying basic maths for finding the circumference of a circle, we derive the value of r, the radius, which is what you’ll use to cut.   So simply divide your measurement by 6.28, then cut with the value you got.   Now because we are working with fabric and not a rigid surface, it might have some form of stretch, depending on the exact fabric, and also because this cutting is on the bias grain. This could increase your circumference after cutting.
