I followed package instructions:
2 cups milk (any works)
2 cinnamon sticks 
1/2 teaspoon vanilla extract 
1 cup instant oats
1 cup evaporated milk
1/4 cup granulated sugar 
Pinch of salt

1.Boil milk, cinnamon sticks and vanilla extract together.
2.Reduce heat to low-medium. Add oats, evaporated milk and sugar and stir for 3 minutes 
3.Remove from heat and allow it to sit for 5 minutes to thicken. Serve warm and sprinkle with ground cinnamon. Add raisins or fresh fruit (optional)
