Batman court of owls

The Court of Owls is a shadowy organization that runs Gotham City. They are servants of Barbatos, and use Talons as their agents. The Court was a major player across Batman titles, in the storylines The Court of Owls, Night of the Owls and The City of Owls. The Court of Owls was created by Scott Snyder and Greg Capullo, first appearing in Batman (Volume 2) #2 (2011).

William Cobb, better known as The Talon, is a major antagonist of DC Comics; he mainly serves as an enemy of Batman and his allies. An assassin for the Court of Owls, Talon is in fact Nightwing's great grandfather who's lifespan had been extended by the Court.
