Pension reforms have been on the political agenda of governments and of international organisatio... more Pension reforms have been on the political agenda of governments and of international organisations as the OECD and the World Bank for some time. However, the strengthening of private elements in pension systems is often believed to intensify existing inequalities in the distribution of pensions among the population and to contribute to the marginalisation of large groups of the elderly. This paper explores the distributive effects of private pensions on the basis of LIS microdata for twelve industrialised welfare states. Its results confirm that private pensions indeed tend to produce specific inequalities, but also emphasise the importance of policy factors in mitigating the distributive effects of private pensions.

[Shahra Razavi Christina Behrendt Mira Bierbaum Ian Orton Lou Tessier] The COVID‐19 pandemic ... more [Shahra Razavi Christina Behrendt Mira Bierbaum Ian Orton Lou Tessier] The COVID‐19 pandemic has exposed the vulnerability of those who are inadequately covered by social protection in more and less developed countries alike, and has exacerbated the fragility of a social contract that was already under strain in many countries. A weak social contract in the context of an exceptional crisis poses a very real risk to social cohesion. Nevertheless, many States have reasserted themselves as the guarantor of rights by protecting public health and incomes. By sustaining these measures, economic recovery will be supported which will help minimize risks that may weaken social cohesion. However, this is a fast‐moving, inherently unstable and protracted crisis. Social protection stands at a critical juncture. Decisive policy action will be required to strengthen social protection systems, including floors, as one of the cornerstones of a reinvigorated social contract.

Particular attention is paid to indicators on social security coverage and the impact of social security on the living standards of the population. As the data situation in industrialized countries is fairly well known, the focus of this study was on low- and middle-income countries where social security schemes are often immature and cover only small groups of the population. The report additionally includes information on other non-OECD countries, as well as on certain OECD countries that have undergone political and economic transformation over the last decade.
