he rise in international student mobility presents a significant opportunity for many countries, ... more he rise in international student mobility presents a significant opportunity for many countries, yet if not carefully managed by policymakers, it could also pose a weakness. There is a prevailing trend of one-way mobility flows from smaller, economically disadvantaged nations to more developed ones, potentially exacerbating the risk of brain drain for the former. This poses a particular threat to relatively smaller developing countries like Armenia, where the development of human capital and global integration is essential, but the loss of skilled professionals impedes economic progress. Concrete policy interventions are crucial to redirecting these mobility flows and fostering brain circulation. This research paper aims to elucidate the primary pushing and pulling factors influencing Armenian students' decisions to pursue education overseas. By doing so, it offers valuable insights for the development of policies, strategies, and marketing instruments on institutional, national, and international levels. The study utilized quantitative research methods, employing an online survey distributed among the target audience. The findings illuminate the various factors influencing Armenian students' decisions to study abroad, as well as the key obstacles hindering mobility flows.

STRATEGIC THINKING IN INTERNATIONALIZATION OF TERTIARY INSTITUTIONS OF ARMENIA: DRAWBACKS AND PROSPECTS, 2019

In the context of globalization, the internationalization of higher education has emerged as a pr... more In the context of globalization, the internationalization of higher education has emerged as a prominent trend, reflected in the policies of many nations. However, strategic thinking regarding internationalization remains relatively nascent both at the national and institutional levels. This lack of clarity can result in inadequate policies that fail to achieve their intended objectives. Despite rhetorical support for internationalization from institutional and national leaders, many articulated objectives have not been effectively implemented. This study conducted within the Erasmus+ HARMONY project, aimed at assessing the current state of internationalization and strategic planning in Armenian higher education. The study analyzed five key domains: Internationalization of management, International Mobility, Internationalization of teaching and academic programs, International Impact and Visibility, and Internationalization of Research and Education projects. The findings provide insights into the challenges and development levels of internationalization in Armenia, contributing to broader discussions on strategic planning in higher education.

This analysis draws upon insights gleaned from surveys and studies conducted as part of the Erasmus+ HARMONY project, focusing on the internationalization, research, and innovation levels within Armenia's higher education sector.

Crafted by Erasmus+ Higher Education Reform Experts (HERM) in partnership with the Ministry of Education, Science, Culture, and Sports of the Republic of Armenia, alongside the National Center for Professional Education Quality Assurance Foundation (ANQA), this research offers insightful analysis.

The survey results, meticulously aligned with the State Development Program of the Republic of Armenia for Education until 2030, shed light on critical areas for capacity enhancement within Armenian universities. Covering six primary directions identified as crucial for strategic development, the findings provide a roadmap for implementing reforms at both national and institutional levels. From fostering inclusive, learner-centered environments to advancing digitization and promoting internationalization in education and research, this survey serves as a cornerstone for shaping the future of higher education in Armenia.

The Role of Internal Audit in Continuous Improvement of Quality Management Systems at Private HE Institutions: A Case Study of Eurasia International University (Armenia), 2016

The recent worldwide expansion of higher education and increase of the enrolment number, emergenc... more The recent worldwide expansion of higher education and increase of the enrolment number, emergence of diverse educational providers, as well as various delivery modes continuously provokes the need for development of appropriate internal and external quality assurance mechanisms for different types of higher education providers. Private higher education is one of the most dynamic and fastest growing segments of postsecondary education at the turn of 21st century and, lacking traditions of quality provisions, the private tertiary institutions are challenged to build appropriate mechanisms from scratches. These institutions are urged in developing internal quality assurance systems to address the external controls and external accreditation requirements, as well as to face an increasing competition. The internal quality assurance systems set up by universities vary in scope, employed models (in case if used formal quality models at all), objectives, implementation methods etc. Implementing internal quality management systems for the sake of meeting the requirements of accreditation bodies, inherits the risk of symbolic adaptation of quality management rather than an embedded quality improvement system. Continues improvement is agreed by many experts on quality in education as a central element in achieving improvement. Yet, continuous improvement is observed as lacking in many HEIs. This research is aimed at exploring and examining the importance of internal audit for sustaining the implemented quality management systems and continuous improvement of private higher education institutions. It examines the emerging role of internal audit function (IAF) for quality and the importance of the internal audit for ensuring the continuous improvement of the private higher education institutions.

In “The Bologna Declaration: An Explanation,” prepared by the Confederation of European Union Reform rectors’ conferences and the Association of European Universities, the Bologna process is described as a “common European answer to common European problems.” The document highlights the value of “coordinated reforms, compatible systems and common action” to meet the challenges in higher education in all of Europe. Unquestionably, the Bologna system was created to meet the European challenges. However, a different issue is whether the Bologna process as a European response can be effective when applied to “postcommunist problems.”
