The author believes that the State Police were quite competent to handle the resistance to repressive official policies without the induction of Central forces. However, the Central Government’s insistence on the need to induct the Indian Army and the appointment of the civil servant, Jagmohan, as the Governor of the State, accentuated the crisis situation.
The book is enormously detailed and comprehensive.
The author is a senior Kashmir politician and former minister in the government of India. He has supported the idea of autonomy and secularism in Kashmir, which are values cherished by Sheikh Abdullah, the great leader and former Prime Minister of J&K (1949-53).
The most important parts of the book are from chapter 29 on ‘J&K Constituent Assembly’ to the final chapter 33 on ‘Kashmir: The Way Forward’. We may therefore deal with the arguments contained in these chapters ignoring the rest for the moment.
Jammu & Kashmir (J&K) is said to be the most militarized zone in the world today. Nuclear-armed neighbours, India and Pakistan face each other militarily in the snowy heights of the Himalayas. The December 2001 terrorist attack on the Indian Parliament led the two to deploy massive military forces against each other. International diplomacy made them back off.
The novel by the author relates to the massacre in Karbala which led to many avoidable deaths. (Published in Mainstream, New Delhi, November 2018)
