An amount of Rs.200 Cr. Sanctioned by the MOSJE to the DWBDNC for a period of 5 years, which works out as about 40 Cr per annum, 1% of the total project cost or 2 Cr allocated for administration expenses, which will be about Rs.40lakhs per annum. Year wise release of funds not available either on Ministry or Board websites.

However 57 SC castes are considered as Sub castes of two prominent SC castes whose population is higher than the 57 castes. 57 castes are considered as independent castes and called as Most Backward Scheduled Castes (MBSCs) by the Movement, while about 12 of them are DNTs. Sri Byri Venkatesam, National President, Most Backward Scheduled Castes Movement, says that, enumeration of Scheduled castes is mandatory, as per the Constitution of India, but Census of 57 MBSCcastes not conducted over the last 7 decades. Hence enumeration has to be taken up so that to see that share of the MBSCs in the development to be decided and see that to reach as per their population. Caste Certificates are being issued by the Tahasiladar for the Mala and Madigas, this is hassle free and involves simple procedure. But only RDO is empowered for the issuance of caste certificates to the remaining 57 MBSCs, this involves procedural delays, time consuming and cumbersome. Hence MBSCs Movement demands to authorize Thasiladars for the issuance of Caste certificates.

However, why are we are talking about the Xa, Xa committee. Probably this is the first and may be lost Tribal Committee talked about the NT, DNT & SNTs. The committee considered NT, DNT, SNTs as part of the Tribes and came oiut with recommendations at par with tribes. None of us observed this unique Aspect of this report and never mentioned this. Those aspiring for Tribe (ST) status among the NT, SNT, DNT could pursue these recommendations and demand the government to accept Xa Xa committee recommendations. DNT movement torn like rags and either behind the non DNT parties or submitting representations to the rulers, but never built DNT Politics or realized the importance of political power for realizing the dreams at the state and Central level. Annadurai DNT communities are spread all over the country, with different names in different states. Denotified and Nomadic tribes are living as small groups in micro habitats which are thinly spread all over the state, 70% of parimalai kallars are suffered without source of livelihoods and children of these community are being taken as contract labor for manufacturing of 'Murukku' within and outside the state, children are also working in the spinning mill as contract labor, Kal ottar community is living in a of a state of insecurity, due to the ban of stone quarrying and not provided with the alternatives, they are working at low wages as construction laborers, without any job security, Nari kuravar community in spite of recent Scheduled Tribal status majority of them are living as nomads in the road margins. Valayars don't know who are they, they are not clear about their identity, traditionally they were snake and rat catchers and use to eat rats. The snake catching banned as per the law and they were not provided with alternatives, today Valayars are working as construction laborers, street vendors and ultimately they have forgot hunting which was their main source of livelihood, another community is Lambadi, whose source of livelihoods are uncertain and their living conditions are very poor, political parties are using us DNTs as curry leaves, unless we become organized and learn to fight for our rights our lives will continue like this.

There are Nawar people in the Middle Eastern countries like Jordan, Syria, Lebanon, Israel and Palestine and Dom dissent nomads in Turkey, from whom the word ROM was taken. Sea nomads of South East Asia who were pushed from the lands to the sea waters for generations. There are Yaksha, Kinnera and Gandharva in Nepal depicted in the Hindu epics, are begging as street singers. In Srilakna one can find the Snake charmers speaking 'Telugu' South Indian language. WRC and other Roma Organizations in the Europe consider all Nomads in the world are Roma. But neither Roma movement nor its Indian counterparts ever thought of involving indigenous Pastoral, peripatetic or forest Nomads of the South or central India. Roma movement also yet to involve all the Nomads of Asia or Africa along with Travelers (European white Gypsies) with a political outlook.

WRC is an alliance of many Roma organizations of the World-who are called as the DNTs in India, Nomads in Asia and Roma in the Europe. This congress was the result of more than ten years of organizing by Roma, mainly from Yugoslavia, Romania and other European countries and is still the most important event of the Roma civil rights movement. It was about the recognition of the genocide, as many representatives were themselves survivors of the Holocaust against Roma, about equal rights and the preservation of language and culture as well as the fight against discrimination. Paragraph 48 of the Report says that-Erstwhile "Criminal Tribes" shouldn't be called as 'Tribes' nor should the names 'Criminal' 'Ex Criminal' attached to them. They could be called as "Denotified Nomadic Communities"-While this was made applicable to those Denotified and Nomadic Tribes who are not included in any Schedule of the Constitution and even after 50 years DNTs are confined to the BC list as the DNC. This is the partiality to the CTs and injustice orchestrated by the polity, policy makers and architectures of the Indian constitution, deliberate cheating of the rulers by pushing us in to the OBCs in spite of being in the Seventh Schedule of the constitution as nomads and pushed DNTs to the gutters by hoodwinking by not mentioning CT or ex CT anywhere and repeating the same words ',Vagrants, Nomads and Migrants' which means the same. But in the emergencies like COVID-19 Lockdown, people need to stay indoors, and it’s not sensible to ask someone to stay indoors, when they can’t afford a door to go in and losing places of sleep in a public space is the biggest nightmare for a homeless person or beggar. Police doesn’t allow PLP to sleep where ever they like during this Lockdown and try to push in to the night shelters or beggar homes, which hardly have any space, these overcrowded and dilapidated structures sans basic facilities like urinals, drinking water, toilets or running water, which could be accessed in public utilities like rail or bus stations.
