This paper investigates the problems and stresses of the contemporary city, mainly due to natural... more This paper investigates the problems and stresses of the contemporary city, mainly due to natural and health factors, related to climate change and the pandemic COVID19. Besides highlighting the characteristics of climate change and the ongoing pandemic, this study focuses on the analysis of the main effects and consequences that these phenomena have produced on the city and the vulnerabilities of the urban system. To understand how these events have impacted the urban environment, directly and indirectly, this research undertakes to define some specific indicators capable of comparing the phenomena and assessing their repercussions. The study is related to the city of Rotterdam, investigated in relation to the spatial changes ca... more The study is related to the city of Rotterdam, investigated in relation to the spatial changes caused by the massive immigration that took place since the 1940s and of which contemporary spatial planning is taking place. The urban regeneration program, promoted by the Municipality of Rotterdam, provided for the reconnection of the district to the urban dynamics of the city and the improvement of public spaces and private accommodation to encourage a process of social gentrification. The social challenges that characterize contemporary cities, especially caused by the violent immigration, have defined a new urban paradigm and new forms of collaboration; as urban planners, we must continue to promote the formation of inclusive, multi-faceted and multitasking cities that are able to capture the diversity of sociality that inhabits the strategic character that makes them different and unique and to experiment welfare and social governance models that allow the shared experience within the urban analyzed contexts; only by making the immigrants protagonists of sociality and of urban civilization can we build stainless cities that resist to climate change and above all to social changes.

Recent decades have witnessed a transformation of the city, urban land and the instruments of gov... more Recent decades have witnessed a transformation of the city, urban land and the instruments of government changes, there has been a new idea and image of the city and today we are in the presence of a jagged city, not more compact, which, especially following the development of new technologies and information technology, assets are distributed, almost sparse, often without clear rules. To govern and manage these changes requires new, flexible and strategic tools, often capable of self modulation and adapt to the needs of local society, requires new policy approaches that, by linking resources and objectives, choose the right strategy to reach these objectives. In the last century, but especially from the mid-nineteenth century, the changes and transformations of an urban scale were so evident that they have changed the object of the city, causing to take those connotations of urbanity which in previous centuries did not were never outlined in a timely way.

The approach pursued would encourage resilience and flood protection through smart planning and through the architectural and urban project; considering public space as strategic soil where developing the resilient city, using engineering technical climate defence as new space for citizens and communities. Resilience themes are included in all levels of government and in spatial and strategic development policies such as in some project concerning public and private space and in municipal plans; the urban defense structures has to become new pleasant space for the city; these actions will not only contribute to making cities more resilient but will contribute to the creation of a more pleasant and attractive urban environment. Previous studies have investigated how resilience can play a pivotal role in strategic urban desi... more Previous studies have investigated how resilience can play a pivotal role in strategic urban design in the Netherlands and in some regional and municipal planning laws in Italy. Here, we have analysed several European projects that utilised the resilience approach successfully. Dutch policies already include resilience and climate adaptation in urban strategies. Moreover, they share those strategies with urban communities, making the innovation of the city real and cutting-edge. In Italy, on the other hand, the concept of resilience is present only in some regional laws and is still not used as an urban tool. In this paper, we aim to demonstrate how resilience can become the new paradigm of smart planning. Furthermore, we demonstrate how resilience is fundamental at all levels of urban intervention, involving municipal authorities, architects and urban planners, firms and enterprises, citizens and communities. The urban governance must establish specific goals and objectives to create a smart and sustainable city. Resilience should be one of these main aims, in order to achieve an innovative city design. A climate strategy should also be part of urban smart planning, enabling the implementation of a safer and resilient city.
