Focusing on Finnish NFPs this study aimed to uncover the possible sifts in the national level forestry development priorities between late 1990's and the present. Following Carol Bacchi's policy analysis framework that focuses on problematisa-tions, the study concentrated on the framing of the societal problems or situations that the NFPs were aimed to address, the underlying presup-positions and the proposed solutions. The problematisations in the Finnish NFPs have mainly focused on economic sustainability, especially increasing the use of wood, profitability and competitiveness of forest-based industries and expanding and diversifying forest-based business and entrepreneurship. Issues related to ecological and social sustainability have been included, but have generally remained secondary concerns. KATILA Le programme de la forêt nationale (NFP) est un modèle complet de gestion forestière à l'échelle nationale ainsi qu'une stratégie poussée pour guider le développement forestier vers la durabilité. En se concentrant sur les NFPs finlandais, cette étude s'est efforcée de mettre en lumière les mouvances possibles dans les priorités de développement au niveau de la foresterie nationale de la fin des années 1990 au présent. Con base en el marco para el análisis de políticas de Carol Bacchi, centrado en problematizaciones, el estudio se concentró en enmarcar los problemas sociales o las situaciones que supuestamente deberían abordar los PFN, los supuestos subyacentes y las soluciones propuestas. Las problematizaciones de los PFN finlandeses se han centrado principalmente en la sostenibilidad económica, en particular en el aumento de la utilización de la madera, la rent-abilidad y la competitividad de las industrias forestales y la ampliación y diversificación de los negocios y el espíritu emprendedor relacionados con los bosques. This paper analyses the contributions of community and smallholder forestry (CSF) to achieving th... more This paper analyses the contributions of community and smallholder forestry (CSF) to achieving the sustainable development goals (SDGs). A CSF-SDG positive feedback model is proposed; a model that holds that successful CSF positively contributes to 13 SDGs and 31 SDG targets. Recent CSF meta-studies have scrutinized factors leading to CSF success and found some 10 factors and conditions that contribute to that objective. If efforts towards reaching the SDGs support or enhance these factors leading to the greater success of CSF, this in turn would boost CSF contributions to the SDGs and their targets. As a result, CSF or active support for CSF, focusing on the 10 CSF factors that favor success, can be linked to 48 unique SDG targets. The analysis suggests that there is a significant opportunity to explore win-win options for efforts to support CSF and contribute to SDGs, but also for efforts to pursue the SDGs and targets that favor CSF, which will in turn boost the contribution of CSF to the SDGs. The case of CSF and its feedback links with the SDGs suggests that it may be relevant to identify interactions between the SDGs and other socio-ecological realities and related research.

The eleven case studies represented the main ways in which forest-related rights can be devolved to communities or households in these countries. The objectives of this study were to 1) analyse the contents and extent of forest-related rights that can be devolved to the local level, 2) develop an empirical typology that represents the main types of devolution, and 3) compare the cases against a theoretical ideal type to assess in what way and to what extent the cases are similar to or differ from the theoretical construct. Fuzzy set theory, Qualitative Comparative Analysis and ideal type analysis were used in analysing the case studies and in developing an empirical typology. It was prepared as a joint effort of IUFRO-WFSE, the European Forest Institute (EFI), the Finnish Forest Research Institute (Metla), the Future Forests Research Program (FF), the Swedish Agricultural University (SLU), University of Eastern Finland (UEF) and Canadian and American collaborators.
What types of institutional configurations hold the most promise in fostering efforts for long-te... more What types of institutional configurations hold the most promise in fostering efforts for long-term amelioration of enduring environmental, social, and economic challenges facing the world's forests? This chapter presents, and applies an analytical framework with which to review research findings and analyses that shed light on what appear to be the most promising institutional settings with which to address these drivers, ameliorate problems, and encourage responsible and sustainable forest management around the globe. Our framework focuses attention on the shift from government to governance; political authority; disentangling abstract policy for specific requirements; and capacity enhancing knowledge-generating and administrative institutions. We reveal that the global nature of economic, social, and environmental demands on the world's forests, and complex commercial trade relationships, require that we integrate analyses of domestic and local responses to assess the role of innovative regional and global institutions designed to address these "good governance" challenges. We conclude by calling for much greater attention to the potential of synergistic institutional intersection to respond to new and enduring challenges in ways that single interventions or institutions are unable to do so.
