"The South African government has repealed influx control for blacks living in the &... more "The South African government has repealed influx control for blacks living in the 'non-independent homelands.' Although the urban shift of the black population is increasingly accepted, controls on the supply of housing and land for housing blacks have been retained. The emphasis is now on alternative restrictions on black urbanization. The restrictions, however, contrast with the wishes of South Africa's business leadership. The 1986 'reforms' are explained by exploring the relationship between government policy and business interests. Finally, the urban policies are contrasted with the new metropolitan government, the Regional Services Councils, through which blacks are being brought into multiracial governmental structures but on unequal terms."

ABSTRACT The paper describes those aspects of Kenya’s political economy which contribute to the m... more ABSTRACT The paper describes those aspects of Kenya’s political economy which contribute to the maintenance of regional inequality in that country. Emphasis is placed on three factors : Kenya’s class structure, the development policies pursued by the Kenyan government, and the types of economic growth which have occurred in Kenya. The analysis of Kenya’s class structure identifies the interests of the country’s dominant economic actors, the types of economic growth they propagate, and also the motivations for development policy. It is held that Kenya’s development policies. together with the country’s types of economic growth, have tended to perpetuate pre-existing regional differentials.

These include settlements where people are 'dammed up' behind the former 'homeland' borders, a massing of people at administrative centres in the 'homelands', towns created through forced removals, and 'townships' on the periphery of the formerly white parts of town.

In this article I analyse urban policies and policy processes that serve the needs of lowincome g... more In this article I analyse urban policies and policy processes that serve the needs of lowincome groups in South Africa. I show how conceptions of international best practice and indicators of best practice have shaped the formulation of urban policy in the country, in particular, examining how the government has set out to address housing and municipal services backlogs. In addition, I demonstrate the key role of international development agencies and globe-hopping consulting firms and academics in helping to interpret how international best practice might be locally applied. These points are demonstrated with a case study of municipal services partnerships (MSPs) and the role played by the World Bank, the United States Agency for International Development (USAID) and their consultants in bringing them into being. 1 Lastly, I debate the potential for locally differentiated policies outside the realm of best practice.
