Prince Edward Island is the least populous province in Canada with 140,204 residents as of 2011 and is the smallest in land area at 5,660 km2 (2,190 sq mi).[1] Prince Edward Islands's 73 municipalities[2] are home to 68% of its population. These municipalities provide local government services to their residents. The remaining unincorporated areas have no local government.

Municipalities may be incorporated as either a city, town or community under Prince Edward Island's Municipalities Act of 1983 by a petition signed by at least 25 residents.[3] There are 2 cities, 10 towns and 61 communities in Prince Edward Island;[4][5] distributed across three counties: Kings, Prince and Queens. Approximately 25% of residents live in the provincial capital of Charlottetown and another 21% live within the Charlottetown census agglomeration.[6]
