R. J. Palmer II (born December 25, 1970) is an American politician from the state of Kentucky. A member of the Democratic Party, he serves in the Kentucky State Senate. Palmer was the minority leader of the Kentucky Senate from 2011 to 2015.

Palmer is from Winchester, Kentucky. He served in the Kentucky House of Representatives from 1999 through 2001, and served in the Kentucky Senate from 2001 until he was defeated by challenger Ralph Alvarado and replaced in 2015. [1] His senate district includes Bath, Bourbon, Clark, Harrison, Montgomery, Nicholas counties.
