Youngspiration (Chinese: 青年新政) is a Hong Kong political party founded in 2015, with ideologically centred on localism,[2] and representative democracy.[4] It was formed after the 2014 Hong Kong protests, aiming to raise awareness of Hong Kong's constitutional right to 'a high degree of autonomy', free from interference from the People's Republic of China government, as stipulated in Articles 2 and 22 of the Hong Kong Basic Law.[5] As of 2016, the convenor of the group is Baggio Leung.

Electoral politics

In 2015, nine members of Youngspiration took part in November's district council elections, in which three of them ran against the pan-democratic Democratic Party. Physician Kwong Po-yin, defeated the then-incumbent Chairman of the Kowloon City District Council Lau Wai Wing,[6] becoming the only Youngspiration candidate elected as a member of the Kowloon City District Council, representing the Whampoa West constituency.[1][7]

Youngspiration also called for a primary with the pro-democracy Civic Party for the New Territories East by-election, 2016 after the incumbent ex-Civic legislator Ronny Tong resigned, despite drawing differences between the pan-democracy camp and themselves.[8] They withdrew after meeting with the Civic Party and endorsed the candidacy of Edward Leung Tin-kei of the Hong Kong Indigenous.[9]

Immigration issues

Youngspiration supports Hong Kong's right to maintain its own immigration policy,[10] as part of this right is externally controlled by the Mainland authorities.[11]

Hong Kong's Basic Law's Article 154 stipulates that Hong Kong shall control its own immigration policy.[12] However, immigration from Mainland China is regulated by the Mainland Chinese government, rather than the Hong Kong Immigration Department. This arrangement is regulated under Article 22 (4) of the Basic Law. The Mainland Chinese authority sends approximately 55,000 mainland immigrants to Hong Kong annually, with no involvement or oversight by the Hong Kong Government.[13]

Youngspiration opposes inequalities in the current status of Permanent Residents with and without Chinese nationality, whereby the right of abode of the former expires after 36 months without 'touching base' in Hong Kong, and the latter does not. The group also supports Hong Kong's right to maintain its own immigration policy,[10] similar to other liberal democracies, such as Canada and Australia.[10]

2015 Siu Yau-wai Case

In 2015, Youngspiration supported the deportation of an[14] illegal immigrant, Siu Yau-wai, a 12 years old boy who was brought to Hong Kong by his grandmother, using a PRC Exit-Entry Permit in 2006 and overstayed for 9 years.[14] Youngspiration marched to the Immigration Department to demand his deportation.
