Even though Megan has permits that allow her to make these sales on the street or in her shop, as well as for these other lines of business (often pushing the boundaries of what's legal), she sometimes buys the police officers' silence by bribing them, using a very simple approach: offering them donuts or other tastings.
But not just any donuts, but the best ones in town, which are generally difficult to obtain, selling out very quickly. No one knows how Megan manages to get them so easily, but it pleases several donut-starved police officers, like Jill, who won't say no to eating these delicious donuts, if it means getting a little shut-eye to Megan's activities.
