Although the primary objective of any Geographic Information System is to produ ce information in... more Although the primary objective of any Geographic Information System is to produ ce information in support of decision making on geo-related issues, it is overemp hasized that the quality of such decisions is subjected to the quality of the spatial data upon which they are based. Since the quality is defined as "confirmation to t he specifications" from the producers' point of view and "fitness for use" from the users' point of view, spatial data quality seems to be a subjective measure to dea l with. The increasing use of spatial data with new computer technologies needs not only positional accuracy but also other quality parameters, such as feature an d attribute accuracy, consistency, completeness, up-to-dateness (currency) and li neage. This paper introduces the spatial data quality concept together with error sources and explains spatial data quality standards covering quality terminology, spatial data quality model (parameters & measures), acceptable quality levels an d spatial data quality evaluation model.

are based, software tools are needed to automatically check the spatial data quality. Although positional & thematic
& temporal accuracy checks and feature & attribute & spatial completeness checks need human interaction in some
extent, format & topological & feature / attribute consistency checks are likely to be carried out automatically.
Format and topology consistency checks depends on the data structure of the GIS software used to create the spatial
database, whereas feature & attribute checks might be done by referencing any data dictionary for any spatial
database. This study explains spatial data quality standards with the focus on the spatial data quality evaluation
model and presents its application in a visual programming environment (VBASIC) to check feature & attribute
consistency of a spatial database.

Conventional maps and forest inventories un papers are lack of meeting these requirements which are not static and subjected to change rapidlly. As for the Computer Aided Design/Drafting/Display (CAD) and Data Base Management (DBM) systems, their capabilities are confined in manupulation of locational or descriptive data, respectively. Meeting all the requirements in forest management activities, a GIS is the only system to be chosen, since it is able to manupulate locational and clescriptive data as well as the relationships between them dynamicaly. .

As the first step to start the OEEPE Project "Developing a Spatial Data Quality Management System... more As the first step to start the OEEPE Project "Developing a Spatial Data Quality Management System", OEEPE WG-SDQM together with the ISPRS Commission IV has organized. In this organization, General Command of Mapping has prepared and hosted an OEEPE Workshop Web page (http://www.hgk.mil.tr/oeepe.htm) covering all the information on the workshop, which was linked from OEEPE and ISPRS Web Pages. The General Command of Mapping has also done preparation and mass production of the master CDROM covering the papers presented to the
workshop. 5001 Euro from the Project budget have been used for the accommodations of the seven speakers excluding those from Turkey. The workshop has been realized as a joint workshop on
spatial data quality management hosted by the General Command of Mapping (National Mapping Agency of Turkey) and Division of Photogrammetry of the Istanbul Technical University on 21-22
March 2002 in Istanbul. 25 p.eople (16 from Turkey) have participated to the workshop
