How about that idea? What do you think of that idea? Is it good? Is it smart etc.? What's your opinion?

2. "I think this is important or great, don't you agree?"
In other words, even though it sounds like a question, actually the person is making a statement that something is significant or wonderful.

You only know if it's meaning #1 or #2 by the context.
