As both nations embarked on building and modernizing their naval capabilities, their partnership became a cornerstone of regional security in the Caspian and Black Seas. The study emphasizes how this cooperation has grown from initial diplomatic ties into a robust military alliance, driven by shared strategic interests and mutual security concerns. The analysis delves into the strategic significance of this partnership, focusing on its role in enhancing the stability of a geopolitically sensitive region. The Caspian Sea, with its vast energy resources, and the Black Sea, a critical maritime zone, both play pivotal roles in regional dynamics. By fostering cooperation in these areas, Azerbaijan and Türkiye not only strengthen their own defense capabilities but also contribute to broader regional security frameworks. Operationally, the collaboration between the two nations' naval forces is characterized by joint exercises, training programs, and the establishment of information-sharing mechanisms. These efforts are designed to improve the interoperability of their naval forces, allowing them to respond more effectively to potential security threats. The study also outlines key areas for future collaboration, including maritime domain awareness, counterterrorism operations, and humanitarian assistance, which could further enhance the strategic partnership. By providing a nuanced and multidimensional analysis, this study aims to offer a comprehensive understanding of the Azerbaijan-Türkiye naval cooperation. It explores the implications of this partnership for regional stability, security, and the balance of power, as well as its potential to influence future maritime and geopolitical developments in the wider region.

Four of the leading international accreditation programs offer a comprehensive consultation and certification process for healthcare providers in diverse capacities and locations. It is crucial for healthcare providers to consider which accreditation program is the most value-added for their healthcare services. Therefore, this paper aims to compare the above accreditation programs in terms of several standards, structure of the programs, and fees. This information is beneficial for healthcare providers to be informed not only in selecting a specific accreditation program but also in understanding the overall process of various healthcare accreditations. Healthcare accreditation is an evaluation and certification process by international standards in which independent external evaluators investigate a wide range of internal operations in healthcare organizations. These may include safety of care, patient engagement, infection control, facility management, information technology management, and governance. Collectively, the primary objective of the certification process is to ensure that, where applicable, the accredited healthcare organization can provide safe accommodation and high-quality medical services to its international patient base. Furthermore, the process of attaining those licenses also encourages continuous quality improvement in an organization's internal structure and acts as a method of identifying and implementing the best practices researched by subject matter experts from around the world.

NATO's relevance for the study of Turkey's international relationships and foreign policy renders the purpose of this study important. It is also relevant to underline that within this NATO framework, Canada has had an important bilateral relationship with Turkey. In effect, Canada holds the chair of consultation with Turkey, using Turkey's assistance to open up an official dialogue expected to reduce and end the hostilities in neighboring countries. After Turkey joined NATO, Turkey and Canada had already established some agreements to contribute to the security of the Euro-Atlantic region. For example, Turkey and Canada are two of ten NATO countries that, from the very foundation in 1952, have joined the NATO Euro-Atlantic Partnership Council. Their agreement in the headline monograph presented the nations as sharing common goals in democracy, rule of law, and protection of human rights, as well as common security across the Atlantic rim. Subsequently, they signed the NATO-Istanbul Cooperation Initiative, within which NATO collectively would intensify its mutually reinforcing security programs with countries in the broader region, in the interests of regional security overall. The present essay shows some aspects of the effects of NATO agreements on Turkish-Canadian relations. First, the era of Prime Minister Ismet Inonu embraced periods of considerable influence by the USA, the report of whose President on the Washington Treaty's status and action sought by Congress determined Turkey's joining NATO. Thus, Turkey's joining NATO has to be considered a product of collaboration with the USA. Secondly, there is the construction of Turkish-Canadian relations.

There is a common sentiment widely shared in society, which assumes that ethnic and religious diversity in Azerbaijan is purely superstructural, while Turkophone is regarded mostly as something inevitable and essential, a result of historical destiny and the outcome of location. In contrast, contemplating the phenomenon of the “Turkophone identity of Azerbaijan” is paramount both in terms of contemporary assessment and with respect to historical depth and cultural relevance. Moreover, it demonstrates that the Turkic ideological context is not only crucial to articulating the Azerbaijani

politics of statistics and architectonic ethnic folklore. Ethnicity, as primarily a cultural phenomenon, opens the path for the identification of the intelligentsia and small cultural elite with the upper-class elements and for the detection of the indifference of other social strata or sections to any ethnic group. Yet the Turkic mythology could not operate like a traditional integration in a thoroughly stratified Oriental society because the Caucasus societies were, and are predominantly so, underdeveloped, preclassical, or lowest-class, semi-nomadic. The Turkic identity should, in the first instance, be examined conceptually and empirically in all these layers before and rather than in small networks stretched over the whole region. Turkic heritage operates today as a necessary component of national identification in scholarly literature and in everyday policy, the Turkic ideology has become a part of the first line of national country report writing in Azerbaijan. This will be an attempt to scrutinize these links not as separate issues but as more or less dialectic contours of the same dynamic identity.

The study's goal in this context is to develop proposals to ensure the sustainability of biodiversity, particularly in urban areas, by emphasizing the significance of biological diversity, which is the most important component of ecological systems and biological processes. Furthermore, it is intended to be a resource to be used in future studies on biological diversity, particularly in the context of the importance and sustainability of urban biodiversity. Biodiversity is a whole of genes, species, ecosystems and ecological events in a region. Biodiversity, from large to small part, consists of three major main parts and a fourth part that connects these three parts. These are ecosystem diversity, species diversity, genetic diversity and diversity of ecological processes .In parallel with the developing technology since the nineteenth century, pressures on natural resources have increased as a result of human effects such as industrialization, population growth, urbanization, different types of pollution, forest fires, field openings, overgrazing, drying of wetlands, pollution caused by pesticides used in agriculture, excessive and unconscious use of resources. In terms of protecting and improving the quality of nature and the environment, ensuring the continuity of the natural structures of biological riches and population sizes is important for the protection and development of species and their habitats. Therefore, it is necessary to determine the data related to the biological entity and analyze it correctly. Urban areas are very complex. Cities, in addition to constituting the majority of the world's population, focus disproportionately on the global economy and decision-making power. Furthermore, despite covering only about 2% of the Earth's surface, urban areas consume 75% of its resources. Cities, however, can be a powerful catalyst for greener economies as a hub for social and political movements as well as centers of technological and corporate knowledge and innovation. Cities are arguably the most important elements in the development of the green economy due to their growing size and importance around the world. Cities' management may be more sensitive to pressing issues while receiving some relief from competing national interests (e.g., regional development agendas and sector lobbies) and responsibilities (such as national defense costs). Urban transition activities are becoming increasingly important in the implementation of global environmental policies such as climate change and biodiversity loss. Depending on their level of development and spatial organization, different cities' green economies will take on 10 th SWS International Scientific Conference on Social Sciences ISCSS 2023 different identities. The protection of urban areas is important because of the protection and sustainability of the species' habitats. From this point of view, ecosystem, species and genetic diversity should be considered and evaluated together in the conservation of biodiversity in urban areas. To ensure the sustainability of biodiversity, in-situ and exsitu conservation approaches need to be applied together.

Environmental decline like transboundary pollution, resource scarcity, and rising temperature has undesirable impacts on the security of states, communities and individuals. The essence of environmental security is based on the notion that environmental degradation/resource scarcity poses a threat to the security and continuity of nations that carries a risk of violent conflict within a country or among nations. Therefore, this article attempts to examine the applicability of environmental security as a 'cause of conflict' in Turkey, where it has experienced environmental decline in the last few decades and environmental sustainability has not been adequately addressed. This article concludes that apart from transboundary water sharing, none of the other environmental problems can be a cause of war between Turkey and neighboring countries. But they may indirectly worsen its relations with bordering countries. This is because resource scarcity, environmental degradation and climate-induced mass foreign migration and asylum seekers can cause political and social disorder and cultural corruption in Turkey. These indirect effects carry the risk of deterioration in Turkey and in relations with neighboring countries through worsening dynamics linked to security.

Therefore, a policy-level reorientation may be required to address this situation. Based on this perspective, during the increase of mutual economic developments between Turkiye and South Africa, the impact of renewable energy (RE) use, financial develoment, urbanization, and agriculture emissions of carbon dioxide should be analyzed separately using a dataset spanning a considerable period of time. South Africa develops its national environmental policy through a consultation process known as the National Consultative Environmental Policy Process (CONNEPP). The process is designed to provide an opportunity for all stakeholders in South Africa to contribute to the development of a new environmental policy. With the end of the apartheid period in 1994, the Republic of South Africa initiated a comprehensive program of economic reform and development going forward and made significant progress in many sectors after 2000. At this time, Turkiye, as situated on a strategic location regarding global trade, was expanding its operations worldwide. The purpose of the research is to analyze the Turkish RSA relations focusing on the first decade of 21st century. As a basis of our methodology, we have researched achieves and business records as tangible verifiable information about this time period. Although the global financial crisis of 2008 affected this country for some time; the development line and ongoing momentum in the automotive industry sector, as well as sectors such as construction, banking, investment regulations, energy, telecommunications, mining and agriculture, are worth mentioning. For this specific research article, we believe that it is imperative to focus the 2000-2010 period which is the basis of today's cooperation which will bring a specific value to the academia.

Hiroshima and Nagasaki lived negative affect of the nuclear bombs because of WWII, Ukraine lived Chernobyl atomic power plant accident, after facing these examples, many governments increased their uranium capacity enrichment for nuclear power; in this situation threat for other non-nuclear power countries. Many governments do not want nuclear disarmament in the international system, due to this issue; global peace still can face a nuclear war. Kazakhstan is an example country of nuclear disarmament; in addition, Kazakhstan learned how to integrate uranium in their economic system while following nuclear disarmament path. By this way, Kazakhstan is bringing the uranium bank on the agenda of international relations, and it is an important issue because international community will discuss nuclear non-armament and uranium bank for global peace.

Culture is all kinds of material and symbolic productions of a society and the relationships, styles, patterns and practices within these production areas. Culture is above all a way of life and includes practices in everyday life and traditions and habits that make a group of people different from others. As mankind discovered the cultivation of the land, it began to move from nomadic order to settled life. However, throughout history, the movement of people between different districts, regions and countries has continued and continues with different factors. The phenomenon of migration plays an important role in the struggle to lead a better life for people. Migration events caused by economic, social or political reasons occur in a mandatory or voluntary manner, within the country's borders or between different countries. Today, the importance of migration has increased in the globalized world order. The development of transportation and communication technologies allows the circulation of people, institutions, goods, services and capital in a way that exceeds the borders of countries. This situation causes migration not only from underdeveloped countries to developed countries, but also from developed countries to other countries.

The energy and state legislators must provide this most basic necessities of the community in an uninterrupted, reliable, timely, cheap and clean manner. This necessity is much the same for the industrialists and tradesmen as well as the consumers in their home. In the globalizing world, an indispensable prerequisite is to supply the energy for the country’s industry from uninterrupted, reliable sources and low-priced as the most basic and weighted input into the cost of the final product. However, the realities experienced in the energy field of our country, far from being in harmony with these basic requirements, are in stark contrast. The energy policy of Turkey aims at diversifying the source country and route, starting to use nuclear energy while increasing the share of renewable energy in the energy mix, research on increasing energy efficiency and contributing the energy security of Europe. Our country, which is located in a region with approximately seventy percent of proven oil and natural gas reserves, is one of the largest natural gas and electricity markets in its region.

The Putin-term Russian economy is in advance, and it reminds of the great economy of the old Soviet Union. For that reason, Putin was given the nickname of the new Russian Tsar. Putin is well-liked by the Russian citizens; as a person he is liked by a vast majority of the Russian population. Putin is indepted his great personality both to the successes achived from the Chechen War and to the numerous successes he has achieved in the economic stabilization since he undertook the management of Russia. It is true that today Russia has no enough political and economical power to maintain the bipolar world as Russia has an economy of smaller than the one-tenth of the US economy. Nonetheless, Russia is still the second super power of the world as she has nuclear weapons and more than 20 satellites in the space. Russia, today, is a self-sufficient country in having the technology of launching her own satellites, and the very first inventors of the rocket technology are Russians. Today, Turkey has a lot to learn from Russia. Putin has been able to attract foreign capital. The removal of the bureaucratic obstacles affecting the foreigners can be an example to this. Today, Turkey chooses the way of selling of the lands to attract the foreign capital. I think the selling of the lands is not a sensible policy to attract foreign capital, and if the Russian model is adopted more efficient results can be obtained.

The developments realized by countries over time are important with regard to what course they will follow in the future. The study also attracts attention to the environmental and economic importance of Lake Hazar, which is important for the country. Like other Turkic Republics that have gained their independence, the main economic goal of Azerbaijan is to realize a strong economic structure that can stand on its own in order to achieve economic independence as well as political independence in order to coordinate natural and environmental advantages.

However, by the beginning of the new millennium, this country on the did not believe in its undisputed global leadership position in the unipolar world and changed its policies in line with global domination under the new conservatives’ influence. After 2001, the events allowed the neoconservatives to apply the philosophies theoretically formed and developed since 1930 in practice. The policies, including energy, environment and other strategic issues , of the government administration, which was determined with neoconservative motives, faced a great reaction and the domestic support began to decline. It has never been seen before that a phenomenon in that America attaches so much importance to is so opposed as a whole in Turkey, where the administration and opposition are united on the same issue. However, the lack of alternative power to take refuge in the face of America and the West as a result of globalization in the 1990s, and the close relationship of then-President Turgut Özal with President Bush of America made Turkey closer to America than ever before. Turkish public opinion was that Hammer Power had undermined its sovereignty, helped the PKK, created a vacuum of authority in northern Iraq, and, above all, helped establish a Kurdish state in northern Iraq. After all these decades later, this issue has not been forgotten. Hammer Power has been one of the most important factors that has led reduce confidence in America over time and minimize relations between America and Turkey today. In this study, the reasons for the establishment of Hammer Power, organization, duties, political views, interests of countries, and developments were examined.
