Get rid of mad minutes, and try this instead! I watch my students as they’re taking the test. If they’re skip counting, using touch points, drawing pictures, or just getting the wrong answers, then they’re not fluent. If they can finish the page from memory, even if the recall is slow, then I call it fluent.
