I am an inspirational researcher and development practitioner, experienced in Nepalese development context, with a special focus on land governance, land and housing rights. Currently, I am working as Land and Advocacy specialist with Habitat for Humanity Nepal. Previously, I worked as National Coordinator for International Land Coalition's National Engagement Strategy (NES) in Nepal and formalized the Multi-stakeholder Platform on People Centered Land Governance called Land Governance Working Group - LGWG. Before that I served the COLARP – a national-level research-based organization as Executive Director. I have received national and international fellowships for policy research and professional courses related to land governance.

Change in governance system and legal framework, policy understanding and intervention, rural to urban migration and vice-versa, change in population, urbanization, land acquisition by the investors and issues of federalism and state restructuration all have directly and indirectly been affecting the relationship of people with land resources. Recognition, registration and protection of customary right to land and land based resources are largely unrecognized by the national legal framework in Nepal. Historically, the nature of the land system was determined relatively by a profusion of cultivable land in comparison of the then demand of land, but in recent years one can observe increased competition over land and land resources which led government to attempt uniformity in land administration and its governance despite of the prevalent cultural diversity... .

GENDER DIMENSION OF LAND ISSUES AMONG THE DALITS: A CASE STUDY OF THE MUSAHAR COMMUNITY IN NAWALPARASI DISTRICT OF NEPAL

Globally, land is a multifaceted issue that is entangled between diverse socio-political and cult... more Globally, land is a multifaceted issue that is entangled between diverse socio-political and cultural dimensions and livelihood strategies. The dimension of gender in this paper therefore has been defined as a cross cutting intersection in all aspects of land governance, i.e. a cumulative nexus of accessibility, productivity and control. The objective of this study was therefore to view how the issues of women were constructed among the Musahar community, one of the marginalized Dalits of Tarai region abundantly found in Nawalparasi district. Methodologically, it was based on review of secondary literatures and collection/ analysis of primary data through qualitative data tools under the constructive social paradigm. The study findings indicate that land is important for women as it is for men and it is particularly important for the women of landless Musahars who follow traditional livelihood strategies with their unique and indigenous knowledge resource. The extent of land issues for the Musahars spans back from the historical era when they were gradually devoid from their occupational rights including fishing and boating over the years in the Nawalpur region of the district. The findings therefore critically reflect that ‘land governance for landless people’ should be an innovative dimension in future course of land reform and land governance in Nepal. Based on the research gaps and empirical insights gained, the study recommends a need for an in-depth research for making evidence-based policy interventions and fulfilling the gaps in land issues in view point of women of the marginalized groups.
