I have no idea, that’s the short answer. I’m assuming that she ‘upcycled’ it. Maybe she wanted to wear the dress again as a cocktail dress, so she added the ribbons to jazz it up a bit. Possibly she gave the dress to Debra or Patti to wear and one of them added it?
Maybe they were added after her death by her sisters? I’m sorry I can’t be of more help regarding that. If anyone knows, please share.

An ivory silk moiré mini dress worn by Sharon Tate at her London wedding to Roman Polanski on the 20th of January, 1968. The dress has a high collar with baby blue velvet ribbons and bows and trim embellishment; Juliet sleeves trimmed with ribbon, bows, and trim; a raised waistline; and loop and fabric covered button closure to the back. An ‘Alba’ label is present.
Sharon’s wedding dress was sold by Julien’s Auctions in 2017 to a private buyer for $56,250 [X]
