Updating the administrative subdivisions of Thailand.

Current task

• Adding description in Thai and English Test edit
• Normalizing the label for disambiguated pages, both Thai and English

Task which need to be programmed first, not necessarily done in the same order as below.

• Add country (P17) set to Thailand (Q869)
• Add coordinate location (P625) with the office location for those entities I have a confirmed location
• Add administrative entities not yet having an item, first the tambon (Q1077097), later subdistrict administrative organization (Q15140073) and thesaban (Q1155688).
• Adding P132 (P132) with the correct current value
• Adding located in the administrative territorial entity (P131) with the parent entity
• Adding contains the administrative territorial entity (P150) once all the subdivisions have an item.
• Add the TIS1099/MOI code once the property is created
• Add items for the Royal Gazette announcements creating or modifying the state of an entity and link them as source (manually done in Vibhavadi (Q476980))
• Add the abbreviated Thai names as aliases, e.g. อ.ไชยา for อำเภอไชยา (Chaiya (Q475330))
• Add start date qualifier for P132 (P132) and set rank to preferred, and add historical values with normal rank and start/end date
