Today, more than ever, its protection and proper use in various contexts (agricultural, natural, urban) require stringent policies that can be implemented immediately. The difficult reversibility of urban transformations is the main threat to the ecosystem integrity of soil. Starting from this statement, the main objective of the proposed work is to analyze how the main European countries (Italy, France, Germany, and Spain) are addressing the issue of the goal of zero net land take by 2050 by examining the current laws and strategies. The results highlight how the regulatory aspect plays a key role in managing the phenomenon and how the absence of a national framework law can generate strong distortions and different interpretations of the soil ecosystem. The analysis of the Nature Restoration Law, adopted by the European Commission in July 2023, enables us to assess whether the regulations and measures adopted by the major European countries align with the European Union's trends. Through a comparative perspective, the study aims to contribute to a comprehensive understanding of sustainable development practices and provide valuable insights for policymakers, urban planners, and academics.

Urban regeneration, an important concept in urban planning and development, aims to improve the q... more Urban regeneration, an important concept in urban planning and development, aims to improve the quality of life in urban areas through targeted and sustainable measures. This article looks at the complex landscape of urban regeneration in Italy, with a particular focus on the various regional regulations governing the sector and an examination of the significant differences between regions. The Italian context exhibits a remarkable regulatory diversity about urban regeneration, with each region formulating its laws and regulations to address the specific challenges of its territory. Consequently, the definitions and the measures related to urban regeneration differ significantly from the north to the south of the country. A SWOT analysis was carried out at the regional level to identify the strengths and weaknesses of the measures adopted and the opportunities and risks offered by the legal framework for urban regeneration in each region. The variety of regional legislation suggests the need for a more harmonized approach at the national level to address the challenges and fully exploit the opportunities associated with urban regeneration. An overarching national strategy could provide a framework for fostering collaboration, sharing best practices, and achieving a more balanced and sustainable approach to urban regeneration throughout Italy.

The Italian legal framework for protecting land and curbing its consumption is currently very het... more The Italian legal framework for protecting land and curbing its consumption is currently very heterogeneous and complex. In addition to the outdated National urban planning laws, there are various regional and provincial laws on land management, each with its own technical and administrative peculiarities. This diversity is even reflected in the urban planning instruments of municipalities in the same region and affects the ability of regions to monitor and manage urban dynamics in line with strategic objectives. The issue of land take is an example of the challenges posed by the lack of a comprehensive national framework, leading to a multiplicity of regional regulations. This has led to ambiguities, uncertainties, and different interpretations of the phenomenon across regional boundaries. Despite the European Union's goal of achieving zero net land take by 2050, the Italian legal framework remains fragmented, as numerous legislative proposals have not received final approval at the national level. In the Italian spatial planning system, municipal planning plays a decisive role in understanding future settlement developments. However, the complexity of the legal framework and insufficient technological resources often limit planning to individual municipalities. This study presents the results obtained by analyzing the municipalities located along the Adriatic coastal stretch of the Abruzzo region, examining the contents of the current urban plans of the 19 municipalities included in this area. It uncovers critical issues and contradictions that could affect ecological connectivity and emphasizes the need for strategic planning to maintain environmental integrity in these areas.

This work focuses on the measures put in place to stem and contain the phenomenon of urbanization... more This work focuses on the measures put in place to stem and contain the phenomenon of urbanization and soil sealing in Europe and highlights the measures that various European countries have taken to curb land consumption and promote urban regeneration. The focus is on Italy, where the lack of a national law on land consumption and inconsistent regional regulations pose a hard challenge. The study compares urban regeneration laws in the main European countries and Italy, by analyzing best practices and conducting an analysis of the "Nature Restoration Law" adopted by the European Commission in July 2023. The research emphasizes the necessity of adopting a comprehensive strategy to address urbanization challenges, as urban regeneration efforts can enhance city sustainability and resilience through improved provision of ecosystem services.
