he paper inquiries into the fixture of the hegemonic Ethiopian Peoples’ Revolutionary Democratic ... more he paper inquiries into the fixture of the hegemonic Ethiopian Peoples’ Revolutionary Democratic Party (EPRDF) in the operation of the Ethiopian federal constitutional order. It finds out the federal malfunction of EPRDF. The hegemonic political program of the front, which took the shape of a non-competitive dominant party was not in line with the constitutional diversity of the federal system, as it delinked the constitutional right to self-determination and federal autonomy from the options of multiparty politics. On the structure of EPRDF, equal representation was favorable to the federal politics of diversity accommodation and minority protection. However, the exclusiveness of its structure from the “affiliate” parties had the effects of a narrow-based federal shared-rule, as EPRDF which was the only channel to influence the center. Party-state inseparability was the other gap to the check of power and in establishing the neutrality of the state to deal with ethnic-driven conflict, as a major pathology to the stability of ethnic federal systems. Finally, the power nucleus in the EPRDF created the dominance of TPLF at the perils of diminishing the representative legitimacy and the subordinate position of the “affiliate parties” to EPRDF.

The Horn of Africa is characterized by both intra-state and interstate conflicts. The causes of such conflicts are the function of internally driven, externally induced and geo-politically motivated. This study gives emphasis the link between the mode of governance in the states of the Horn of Africa and conflicts. In order to understand the interplay between governance and conflict in the study area, the study employed descriptive qualitative approach and mainly based on secondary sources. On the basis of this methodology, the finding of the study revealed that conflicts in the Horn of Africa have a direct linkage with the mode of governance lied in the exercise of the public authority.

The mobilization of Afars, the minority one, in the early 1990s faced with a heavy handed repression of the Issa dominated government which makes even the power sharing peace negotiation of 1993 less satisfactory. The power sharing scheme of the government was considered as a political contrivance of coopting Afar political figures for dumping the just claim of Afars which is so deep , and the conflict went on. This article deals with the political legitimacy of the ethnic federal system of Ethiopia in term... more This article deals with the political legitimacy of the ethnic federal system of Ethiopia in terms of multiparty federal constitutional designing. It applies the research design of a qualitative interpretive case study which uses theoretical perspectives and empirical data without undermining the contextual particularities of the case under investigation. Theoretical elaborations in conjunction with the annals of constitution-making across mature, fragile, and defunct multi-ethnic and multinational federations are the literature review aspects of the article. They underline the conceptual and empirical frameworks of the study that multiparty constitution-making is of paramount significance to the foundational original legitimacy of federal systems. Based on that, the article has employed predominantly qualitative data, primary and secondary, and challenged for two reasons. First, it is a top-down and EPRDF's revolutionary-democracy envisaged the relegation of, among others, the liberal values of individual rights and democratic citizenship into the ethnic structure of self-determination. The worsening of ethnic conflicts and the ceasing process of some ethnic federations, especially the dissolved communist federations, were mutually reinforcing. Empirical and theoretical discussions on ethnic federalism have shown that not less than 14 ethnic federations went defunct so the analytical framework of the article underlines that ethnic federalism is not always effective in preventing or containing ethnic conflict sustainably.
