However, both groups agree that foreign aid is antithetical to sustainable development in the continent. Apart from a domination of western model in media education and practice with its success stories and associated challenges, in the last three decades, foreign aid to independent media outlets has shaped the practice of investigative journalism in Nigeria. Media campaigns on COVID-19 protocols were launched in Nigeria to reduce the spread of the virus.... more Media campaigns on COVID-19 protocols were launched in Nigeria to reduce the spread of the virus. There was evidence to suggest disobedience to the protocols. Thus, this study investigates factors that facilitated civil disobedience to COVID-19 protocols and the implications for the management of the virus. Awareness, mediatisation and personal, cultural and societal factors constructs were formulated to measure the level of civil disobedience. Kaiser–Meyer–Olkin’s Measure of Sampling Adequacy used for the study revealed that 86.4% out of the sampled size was sufficient for testing and validating variables in the civil disobedience construct, 69.1% and 63.1% for awareness and mediatisation constructs, respectively. The constructs were subjected to inferential statistical analysis, and the variables measured at the continuous and linear relationship levels. It focuses on the major challenges, responses, their drivers, and their effectiveness. Statistical and existing qualitative data are used to highlight the persistent sociocultural, economic, political, security, and policy challenges that continue to negatively impact female participation and experiences in higher education. It advocates enactment and implementation of legislation and institutional policies to promote gender equity, gendering of the curriculum, females' equitable and quality participation in leadership positions, and better security from internal and external threats. Current thinking in social science research prioritises designing research to solve specific soci... more Current thinking in social science research prioritises designing research to solve specific social problems. Besides, robust research findings that proffer practical solutions to specific social problems stand a better chance of appealing to policymakers and actors. Communication research in Nigeria has a history of policy relevance that has aligned with this trend. However, at present the field is characterised by the twin problem of a mono-method approach to research and scholar–policy disengagement. While mono-method research is often weak in providing comprehensive solutions to social problems, scholar–policy disengagement disconnects the research focus from urgent, real-life policy issues. These problems question the social relevance of communication research in today’s Nigeria. This chapter, therefore, contributes to the scholarly conversation in this regard by exploring methodological orientation and policy engagement of current communication research in Nigeria. To reaffirm the place of communication research in Nigeria, scholars need to reinvent the practice of identifying policy gaps and of designing their research to fill the gaps. A mixed-method research approach offers multiple and more reliable sources of evidence, which leverage the strengths of quantitative and qualitative research paradigms in finding answers to social problems. It has been found to produce broad-based empirical evidence that is more appealing to policymakers. Communication researchers in Nigeria should maximise this core potential of the design, as its increased adoption will enable them to produce research evidence that is not only appealing to policymakers but is also comprehensive enough to address the country’s myriad policy problems.
Regional Evidence Papers are an output of the ELLA Programme. They contain an overview of regiona... more Regional Evidence Papers are an output of the ELLA Programme. They contain an overview of regional evidence, as well as original data collection and analysis, on a particular research topic. A pair of Regional Evidence Papers are produced on each topic, one focused on Latin America and one on Africa, using a common research question and design. This Regional Evidence Paper is paired with a sister paper whose title is Beyond Domestic Violence Laws in Latin America: Challenges for Protection Services for Survivors, authored by Fundar in Mexico. Based on this two regional papers, a Comparative Evidence Paper is constructed, comparing the experiences of the two regions, in order to support interregional lesson-learning. All publications can be found in the ELLA programme website. ABOUT THE AUTHORS* The authors work at the University of Ibadan. Ayobami Ojebode is the Head of Department of Communication and Language Arts at Ibadan. His expertise is in Media Studies, Research Methods, Violence and Political Systems. Cover photo: City in Nigeria Credit: World Bank Explaining the Effectiveness of Community-Based Crime Prevention Practices also communitised the role of the state: they stepped in to fund the police by supplying their vehicles with fuel, constructing police posts, repairing police patrol vans and giving police officers monetary incentives so that the communities can be well patrolled and protected. They also supplied intelligence and facilitated the arrest of suspects. The officers reciprocated by patrolling regularly and responding rapidly to distress calls from the community associations. A comparison of two CBCP practices-one effective, the other not-showed that effectiveness depended on the ability of the community associations to deploy the strategy summed up above. Through an exploration of the contexts, we discovered that a conjuncture of cultural and contextual factors impacted on the ability of the community associations to apply those three strategies. Policies seeking to strengthen CBCP must (i) support communitisation strategies and (ii) create a delicate balance between protecting citizens' rights without weakening the strength of the community associations. An approach that seeks citizens' interpretation of their rights and privileges is important in drafting such policies. Policies also need to recognize that in some contexts even such strategies will have limited efficacy.

It used quantitative approaches that combined content and document analyses. Published investigative stories from journalists trained from the independent media extractions that benefited from media development assistance in 2014 and 2017 constitute the study population. Purposive sampling procedure was used to select samples from the population and content categories and rubric scale were the instruments of data collection. The study revealed the gains and consequences of international media development assistance on investigative journalism practice in Nigeria and recommendations are suggested to the concerned stakeholders based on the conclusion.
