The Initiative has its own plot, but the world deals with the concept that every living toy that isn’t massive (such as Poppy herself, who’s tiny) is part of the Smaller Bodies Initiative. There are more Smaller Bodies than Bigger Bodies for the obvious reason that they’re much easier to produce, cost less resources and tend to be less… violent.
Except for those trained for violence.
But Catnap’s just an itty-bitty kitty, right?
