In this short paper is to identify the proper site for debate about this question in broadly liberal societies: what are the questions to be answered in deciding whether climate denial lies beyond the limits of liberal toleration? Although I do not answer these questions, by correctly identifying them I hope to show that the burden of proof is perhaps not as heavy as we initially might have thought.
The fact of a carbon budget given commitment to limiting global-mean temperature increase to belo... more The fact of a carbon budget given commitment to limiting global-mean temperature increase to below 2°C warming relative to pre-industrial levels makes CO2 emissions a scarce resource. This fact has significant consequences for the ethics of climate change. The paper highlights some of these consequences with respect to (a) applying principles of distributive justice to the allocation of rights to emissions and the costs of mitigation and adaptation, (b) compensation for the harms and risks of climate change, (c) radical new ideas about a place for criminal justice in tackling climate change, and (d) catastrophe ethics.

Toleration: A Critical Introduction is a comprehensive and accessible philosophical introduction to toleration that focuses on the latest developments in its theory and practice. The first part of the book clearly and coherently introduces and assesses the major theoretical accounts of toleration by examining principles and problems of toleration issuing from scepticism, value pluralism and the demands of reasonableness. Catriona McKinnon also draws on major liberal thinkers – from Locke and Mill to Rawls and Feinberg – in developing an account of harm fit to set the limits of toleration.
In the second part of the book, McKinnon applies the theories of toleration to urgent contemporary problems such as female circumcision, the French headscarves affair, artistic freedom, pornography and censorship, and holocaust denial.
Toleration: A Critical Introduction provides a solid theoretical base for the value of toleration, while considering the detail of challenges to toleration in practice. It is an ideal starting point for those coming to the topic for the first time, and for anyone interested in the challenges facing toleration today.
Mitigation: the current generation ought to adopt a strong precautionary principle in formulating climate change policy in order to minimise the risks of serious harm from climate change imposed on future generations.
Adaptation: the current generation ought to create a fund to which members of future generations may apply for compensation if the risks of climate change harm imposed on them by the current generation ripen into harms.
Triage: future generations ought to keep alive hope for a return to the framework of justice for social cooperation between future people less burdened by climate change.
The ethics of climate governance is of critical importance to current debates in climate justice, yet until now it has been largely neglected. This book explores the ethical dimensions of bringing the threat of global warming under effective political control. It addresses problems of domination and vulnerability in international climate negotiations, democratic legitimacy and equity in climate governance, strategies for dealing with gridlock in climate governance, and new problems of governance raised by the technologies of geoengineering and biomass incineration.
