Cut the stems off your roses, leaving only the flower heads.  2. Stretch open a balloon and insert a rose head into it.  3. Fill the balloon with water until it is your desired size. Make sure the rose head is fully covered in the water.  4. Tie your balloon tightly to so that no water escapes.  5. Place the balloons in your freezer and freeze it for several hours or overnight until the water is completely frozen.  6.
