A lot of people struggle to actually hinge at the hips and instead just bend at the waist. This makes you feel more of your low back compared to your glutes. 

Try using a bench to learn how to push your butt back. 

Back your knees up against a bench, bend your knees a bit and think of pushing your butt back.
