b. とあります。ので、タイムラインでは、"when interacting with the Tweet on the timeline"でなければ、それらのアイコンは表示する必要はありません。
紙に"e.g. hover, touch."したら動的に変化しろだなんて無茶な要求は、さすがにされないでしょう。たぶん。
