While I still love the concept of human!damian with older goo!brothers, might i propose: the goobins decide to make a younger brother like how the ppg made bunny.
maybe they learned about father's day in school and want to make bruce a present, or maybe they're playing scientists to be "just like dad! : )". either way, they decide to combine bruce's hair with the goo so that it looks like their dad (they like their dad : ) also that's what scientists like dad do : ) ) to make goo damian.
unfortunately, they accidentally lose their new goo brother in gotham (happens to the best of us), but don't worry! after some shenanigans, they eventually find him! turns out, goo damian latched onto some pretty med student who he has now decided is his mom. she happens to be from abroad and is studying medicine in gotham at the moment and i'm sure she has a perfectly normal family that is no cause for concern

It is somewhat hilarious for goo damian to have latched onto some unsuspecting med student. Bruce is just a boy and Talia is just a girl and the goos are incredibly charming. Bruce hunts down this apparent goo child with *HIS DNA* and finds Talia cradling Damian making baby sounds and they just share a look like… they got you, too, huh? They do that.
Talia may be from a rival corporation, but they keep in touch.
