This character has no official visual representation in any Transformers product or media... yet, at least.
Boltax is the keeper of the Underbase at the Temple of Knowledge.

Boltax was an apprentice of Beta Maxx along with Cybaxx, storing and cataloging information in the Underbase. When Boltax and Cybaxx came to the conclusion that the Underbase's mission was not worth continuing, they overthrew Beta Maxx and locked him away. Boltax subsequently became the next sovereign of the Underbase and served in the position until his death, after which Cybaxx succeeded him. Coalescence
While preparations were being made for the launch of the Nemesis, Megatron received a signal that he thought was from Boltax and traveled to the Temple. It turned out that it had actually been a trick from Ricochet to lure him into a trap, and Boltax had been dead for gigacycles, soon after the Underbase "vanished".
Later, when Whisper and the Predacons staged a rescue, Whisper pretended to be Boltax's ghost to try and scare off Ricochet's buddies Crosshairs and Scoop. He did possibly the worst impression of a ghost ever, but Scoop was still sufficiently terrified until Scoop's Targetmaster buddy Holepunch discovered Whisper's hiding place. Do Over
