A: the phrase "to make a long story short" is used before saying a summary of a story you're telling.

"to make a long story short, I ended up lost in the woods because my phone ran out of battery and I couldn't use my gps."

A: the difference is that "to make a long story short"/"long story short" is to summarize a story or event that happened while "to make it short" can be used in any situation. In short, there are more limitations to the first than to the second.

In a conversation and not writing I would say:

The difference is “being restored” is that it is happening so in the present tense. “restored” is it has already happened so in the past tense.
