A recommendation/suggestion is usually given to help a person avoid a bad situation. We don't really recommend someone to do something bad.

I did some more research on this, and grammatically, "recommend you to" is correct, but the emphasis is on the 'you'. So, it would have the meaning of recommending YOU (among a lot of people) to study abroad.

Example:

Among all his employees, the boss recommended you to promote.

But I think from everyone else's response, it seems your original sentence sounds awkward.
