Here's an example of how 'with' and 'by' can change the meaning when there's aggression:
"I'm surrounded by people who want to kidnap me"
They're looking at me and trying to figure out how to grab me.
"I'm surrounded with people who want to kidnap me"
They don't notice me yet, but they're all around me.

When talking about non-aggressive people, there's no difference in meaning:
"I'm surrounded with/by people"
"I'm surrounded with/by good people"
"I'm surrounded with/by bad people"
"I'm surrounded with/by people who want to hug me"
